Alleged cartel member Vusimusi ‘Cat’ Matlala may enter a plea and sentencing agreement with the state on Thursday in his fraud and corruption case linked to the R228 million South African Police Service tender.
Sowetan source said the National Prosecuting Authority and the Independent Directorate Against Corruption have entered advanced talks over the deal. Matlala is expected to turn state witness to assist Idac with its investigation into the tender case.
The case involves allegations of fraud and corruption around a R228m SAPS contract. Matlala’s co-accused include several senior police officials, such as General Fannie Masemola.
Matlala appeared at the Pretoria magistrate’s court on Wednesday under special arrangements.

During the appearance he applied for himself and his company, Medicare24, to be separated from the other accused in the matter.
If the plea agreement is finalised, Matlala would cooperate with investigators by providing evidence in exchange for a reduced sentence.
The NPA and Idac have not yet confirmed the final terms of the deal.
The SAPS tender case has drawn public attention due to the value of the contract and the involvement of senior police officers.
Prosecutors say the outcome will be important for ongoing efforts to fight corruption in public procurement.
The court is expected to hear more details on Thursday when the plea and sentencing agreement is expected to be presented.
