ERS Strengthens Leadership with Key Executive Appointments

The Eswatini Revenue Service (ERS) has strengthened its leadership with key Executive appointments.

In a press statement, ERS announced that Riccardo Kruger is now Head of Compliance while Pearl Muir-Dlamini is the new Head of Domestic Revenue, effective 01 October 2025.

These appointments, according to the press statement, demonstrate Eswatini Revenue Services’ continued commitment to
cultivating leadership from within.

By prioritising internal growth, ERS ensures that institutional knowledge, organisational culture, and technical expertise are carried forward as the organisation delivers on its mandate.

Riccardo Kruger, previously Director for Client Services, takes on the role of Head of Compliance.

“With decades of experience in tax and customs matters, Mr Kruger has been instrumental in shaping ERS client service strategies, driving improvements in taxpayer experience, and embedding service excellence at the centre of compliance programmes. In his new portfolio,

he will oversee risk-based compliance initiatives, strengthen enforcement, and deepen stakeholder engagement to promote voluntary compliance and trust in the tax system,” the press statement reads in part.

Pearl Muir-Dlamini, formerly Director for Projects, assumes the position of Head of Domestic Revenue.

“Pearl also brings a wealth of experience in revenue administration transformation, having successfully led several strategic initiatives that supported the organisation’s modernisation journey.

In her new role, she will lead strategies to expand the tax base, improve filing compliance, and accelerate digital transformation in tax
administration. Her management expertise and leadership will be pivotal in aligning

revenue collection with the Kingdom of Eswatini’s broader development goals,” reads the press statement in part.

Commissioner General Brightwell Nkambule welcomed the appointments, stating:

“The appointment of Riccardo Kruger and Pearl Muir-Dlamini to EXCO reflects our deliberate focus on nurturing leaders within the organisation.

They have both demonstrated commitment, deep technical expertise, and leadership capacity over many years of service. By growing our own timber, we are ensuring that the future of ERS is built on experience, continuity, and innovation.

These appointments are critical as we advance our 2024–2027 Strategy to be digitalised and data-driven with our partners,”



Riccardo and Pearl will play central roles in enhancing compliance, boosting domestic revenue mobilisation, and supporting sustainable economic development for the Kingdom of Eswatini.
