Deputy Public Accounts Committee and Nhlambeni MP, Manzi Zwane raised an important question regarding the welfare of Parliament staff when it comes to the process of transferring employees.

MP Zwane raised the concern during the appearance of Parliament before the PAC on Monday.

The Member of Parliament wanted to know from the Clerk to Parliament if the welfare of the Parliament staff is considered each time, he/she is transferred to another department.

“Chairperson, there are allowances which the Parliament staff get while here deployed and I want to know if they continue getting them (allowances) when they have been transferred.

The staff takes loans against their allowances, and I can imagine the situation they are facing when they have been transferred,” said MP Zwane.

According to MP Zwane, the issue of staff transfers within Parliament has long been a topic of discussion, with employees experiencing significant upheaval in their working lives.

However, the recent revelation from the Clerk to Parliament has shed new light on the potential severity of these actions.

“Transfers, when conducted properly and with due consideration for the well-being of employees, can be an effective means of promoting career growth, enhancing skill, and fostering a dynamic work environment.

However, when handled negligently or without adequate sensitivity to the individual circumstances of employees, transfers can have devastating consequences,” pointed out the MP.

It is worth mentioning that MP Manzi Zwane’s inquiry sought to ensure that the welfare of Parliament staff is given due consideration before implementing any transfers.

Clerk to Parliament, Benedict Xaba, acknowledged the potential risks associated with improper transfers and stressed the importance of handling such matters with utmost care and consideration.

He highlighted that the well-being of staff should be a paramount concern, and any transfer should be conducted in a manner that takes into account the individual circumstances, preferences, and aspirations of the employees involved.

“We as Parliament, prioritise the issue of handling the transfer of any officer because if improperly handled, it could lead to suicide,” pointed out the Clerk to Parliament.

According to Xaba, Parliament, as an institution entrusted with the responsibility of governing the nation, must also prioritize the welfare of its workforce.

He pointed out that employees should feel supported, valued, and empowered in their roles, ensuring a conducive and productive work environment.

“The issue of staff welfare goes beyond the scope of transfers alone.

It encompasses areas such as mental health support, work-life balance, and professional development opportunities.

Addressing these concerns will not only benefit the employees directly involved but also contribute to the overall efficiency and effectiveness of Parliament’s operations,” he stated.

In response to MP Manzi Zwane’s inquiry, Xaba clarified that Parliament has committed to reviewing its policies and procedures related to staff transfers, with a focus on ensuring that the welfare, mental health, and overall well-being of employees are considered.

Additionally, measures will be implemented to provide adequate support systems for those affected by transfers and to prevent any negative impact on their mental health.

“As the nation looks towards a brighter future, it is imperative that our esteemed institutions, such as Parliament, led by example in fostering a supportive and caring work environment.

Prioritizing the welfare and well-being of staff is not only a moral obligation but also a step towards building a stronger and more resilient democracy,” Xaba further stated.

It should be noted that the issue raised by MP Manzi Zwane serves as a poignant reminder that the actions we take within institutions can have far-reaching consequences.

“It is our collective responsibility to ensure that the welfare of all employees is safeguarded and that transfers are carried out with sensitivity, empathy, and consideration for their well-being.
