Public submissions during tariff consultations not ‘kutihhamula’ – ESERA

The Eswatini Energy Regulatory Authority has urged members of the public to actively participate in ongoing electricity tariff consultations,

stressing that public submissions play a crucial role in shaping informed and balanced regulatory decisions. ESERA Manager – Economic Regulation Nozipho Mthimkhulu made the call during a programme aired on Eswatini Broadcasting and Information Services (EBIS),

where she encouraged emaSwati to attend consultation sessions and voice their views on the proposed new electricity tariffs.

Mthimkhulu emphasised that making submissions should not be viewed as a waste of time, locally referred to as ‘kutihhamula’. Instead, she said public input is a valuable part of the regulatory process that helps the Authority fully understand the concerns, expectations and realities faced by electricity consumers across the country.

According to Mthimkhulu, ESERA relies on these submissions to assess the potential impact of tariff changes on households, businesses and vulnerable groups.

She explained that consultations allow the regulator to strike a balance between ensuring the sustainability of electricity supply and protecting consumers from undue financial strain.

She further pointed out that electricity affects every aspect of daily life, from households and small businesses to essential services such as health and education.

As a result, she said it is vital for citizens to engage with the process and contribute meaningfully to decisions that directly affect their cost of living.

During the programme, Mthimkhulu invited members of the public to attend another consultation scheduled for Thursday at The George Hotel in Manzini.

She said the session will provide an open platform for consumers, civil society organisations and other stakeholders to present their views, ask questions and seek clarity on the proposed tariffs.

Mthimkhulu also outlined the timeline for the tariff determination process. She revealed that ESERA is expected to announce its final decision on the proposed electricity tariffs on 1 February 2026, following the conclusion of consultations and a comprehensive review of all submissions received.

She added that once the decision is announced, the approved tariffs will be implemented on 1 April 2026. This, she said, will give consumers and service providers sufficient time to prepare for any adjustments resulting from the new tariff structure.
